I think this passage from the story is saying that the people in Hillsboro are not educated. When Hornbeck says " This isn't the Tree of Knowledge. You won't find one in the orchards of Heavenly Hillsboro." that shows that he believes that the people in the town aren't taught or shown the proper education.
